오하이오 주의 주도인 콜럼버스에 소재한 트리니티 루터란 신학교(Trinity Lutheran Seminary)의 신약학 교수로 재직하고 있으며 신약학 안에서도 다양한 주제의 책을 낸 신학자로 널리 알려져있다. 그중에서도 <서사비평이란 무엇인가?>(What is narrative Criticism?) <사도행전신학>(What are they saying about acts?), <누가복음신학>(What are they saying about Luke?), <복음서개론>(Introduction to the Gospels), <현대인을 위한 신약개론>(Introduction the New Testment)은 이미 우리나라에서도 번역 출판되었다. 파월은 어떤 주제에 대해서 글을 쓸 때 내용을 아주 명확하고 충분하게 파악한 뒤 이를 쉽고 명쾌하게 설명하는데, 이 책 전체를 통해서도 그러한 점을 잘 보여 주고 있다. 그는 SBL(Society of Biblical Literature)의 '역사적 예수'분과의 의장을 맡은 적이 있으며 현재에도 매우 적극적인 학회활동을 하고 있다.
